Summary

The primary goal of this grant is to consolidate and strengthen the network of European Digital Innovation Hubs (EDIHs) across all regions of the European Union and associated countries, with a reinforced focus on artificial intelligence (AI). The initiative aims to support the digital transformation of small and medium-sized enterprises (SMEs), mid-caps, and public sector organizations by providing a comprehensive suite of services. These include testing before investing, training and skills development, support in accessing investment, and fostering innovation ecosystems. EDIHs are expected to leverage local expertise, collaborate with regional and national initiatives, and serve as central access points to the broader European network, ensuring seamless support and referral to specialized AI innovation infrastructures. The network also emphasizes the adoption of green digital technologies to advance Europe’s climate and environmental objectives, enhance industrial resilience, and promote strategic autonomy.

Eligibility for this grant is primarily targeted at organizations capable of operating as EDIHs, focusing on supporting SMEs, mid-caps, and public sector entities engaged in non-economic activities. Each EDIH may specialize in serving specific client groups or sectors, but all must provide the four core service types. Services are to be delivered openly, transparently, and without discrimination, ensuring broad accessibility and regional coverage.

The impact of the consolidated EDIH network will be significant in driving the digital and AI transformation of Europe’s economy. By offering tailored support, facilitating cross-regional collaboration, and bridging technology gaps, EDIHs will foster competitiveness, economic convergence, and the widespread adoption of strategic digital technologies. The network’s activities will also contribute to the implementation of the EU’s AI strategy, support compliance with the AI Act, and help achieve Europe’s environmental and climate goals. Through these efforts, EDIHs will play a pivotal role in building a digitally advanced, innovative, and sustainable European economy.
