Summary
The Centres of Vocational Excellence (CoVE) initiative is designed to drive reforms in the Vocational Education and Training (VET) sector by fostering high-quality skills and competencies that lead to quality employment and lifelong career opportunities. The primary goal is to establish transnational collaborative networks that unite local and regional VET stakeholders—including educational institutions, employers, social partners, authorities, higher education, and research institutes—into robust public-private partnerships. These networks aim to create comprehensive skills ecosystems that support innovation, regional development, and social inclusion, while also enhancing European competitiveness. The initiative emphasizes a bottom-up approach, enabling VET institutions to adapt rapidly to evolving economic and social needs, and aligns with broader EU strategies such as the European Pillar of Social Rights, the European Green Deal, and the Digital Strategy.
Eligibility for participation in the CoVE initiative extends to a wide range of stakeholders involved in VET, including VET institutions, companies, social partners, authorities, higher education institutions, and research institutes. These entities are expected to collaborate at both national and transnational levels, forming networks that address sector-specific challenges, promote innovative solutions to societal issues, and enhance the quality and outreach of VET systems.
The impact of the CoVE initiative is multifaceted. It seeks to ensure high-quality, flexible, and learner-centered VET provisions that respond swiftly to labor market and societal needs. By supporting local and regional development, fostering innovation, and promoting social inclusion, CoVEs contribute to upward convergence in VET excellence across Europe. The initiative also aims for sustainability, ensuring that project outputs and results have lasting effects beyond the immediate partners and project duration. Through activities such as digital innovation, applied research, mobility, and professional development, CoVEs are positioned to make VET more attractive and inclusive, ultimately supporting the EU’s competitiveness and social cohesion.
