Summary

The primary goal of the Apply AI: GenAI for Public Administrations grant is to coordinate and support pilot projects that deliver Generative Artificial Intelligence (GenAI) solutions fully integrated into the operational workflows and IT systems of public administrations across Europe. The initiative aims to enhance the scalability and replication of successful GenAI pilots, enabling their adaptation by additional public administrations and across new service areas. By fostering knowledge sharing, community building, and capacity development, the grant seeks to establish a sustainable GenAI community that accelerates adoption and reinforces trust in European GenAI solutions. The action also focuses on identifying common needs among public administrations, facilitating the pooling of demand for GenAI solutions developed by European start-ups, and deepening collaboration across Member States.

Eligibility for this grant is directed at consortia capable of supporting the replication and scalability of GenAI solutions in public administrations. The selected consortium will be responsible for implementing best practices in software documentation, facilitating peer-to-peer knowledge exchange, deploying targeted training and support programs, and establishing a community of practice. The consortium will also provide technical, organizational, and legal support, including procurement assistance, and will work closely with innovation procurement hubs and relevant European initiatives.

The anticipated impact includes the widespread adoption of GenAI solutions in public administrations, supported by concrete tools such as starter kits, replicability assessments, and tailored guidance. The grant will strengthen the integration of public administrations into the broader European AI ecosystem, foster synergies with existing AI platforms and initiatives, and provide a comprehensive overview of GenAI use in the public sector. Through outreach and matchmaking activities, the grant will also raise awareness among European start-ups and facilitate collaboration, ultimately contributing to a robust and innovative European GenAI landscape.
