Cross-border renewable energy studies projects

The primary goal of the Cross-border Renewable Energy Studies (CB-RES) projects is to support the cost-effective achievement of the European Union’s climate and energy objectives, including the Clean Industrial Deal, the Paris Agreement, and the Union’s 2030 climate and energy targets, ultimately contributing to climate neutrality. These projects are designed to foster regional and cross-border cooperation in renewable energy, facilitating the planning, development, and integration of renewable energy sources across Member States and, where relevant, third countries. The studies funded under this initiative aim to prepare for the implementation of cross-border renewable energy projects, addressing technical, regulatory, environmental, and economic aspects to ensure successful project development and integration into the internal energy market.

Eligibility for this funding extends to projects that promote cross-border cooperation in renewable energy between EU Member States or between Member States and third countries. Eligible activities include preparatory, mapping, feasibility, evaluation, testing, and validation studies, as well as technical support measures necessary for project definition and financing. In certain justified cases, pilot projects at advanced technology readiness levels (TRL 7-8) may also be included if they are directly related to the renewable energy components of the project. More mature projects may use the funding to advance towards a Final Investment Decision, including detailed engineering, environmental assessments, and stakeholder engagement.

The impact of these studies is expected to be significant in enabling the Union’s long-term decarbonisation strategy, enhancing energy security, and completing the internal energy market. By supporting the preparatory phases of cross-border renewable energy projects, the grant facilitates the integration of renewables, encourages innovative solutions, and strengthens cooperation between countries. This, in turn, accelerates the deployment of renewable energy infrastructure, supports the transition to a low-carbon economy, and ensures a more resilient and interconnected European energy system.
