Summary
The Capacity Building in the Field of Vocational Education and Training (VET) in the Western Balkans aims to enhance the relevance, accessibility, and responsiveness of VET institutions and systems in third countries not associated with the Programme. The primary goal is to drive sustainable socio-economic development by fostering international cooperation among VET organizations from EU Member States, associated countries, and non-associated third countries. The action focuses on strengthening the management, governance, inclusion, quality assurance, and innovation capacities of VET providers. It encourages collaboration with private sector entities, business associations, and enterprises to identify employment opportunities and co-develop VET interventions that are responsive to labor market needs. The initiative also seeks to reinforce the skills and capacities of VET staff and teachers, and to improve the alignment of VET provision with local, regional, and national development strategies.
Eligibility for this grant is based on participation in multilateral partnerships involving organizations active in the VET sector from EU Member States, associated countries, and third countries not associated with the Programme. These partnerships must be international in scope and focus on capacity building within the VET sector.
The expected impact includes improved quality and responsiveness of VET systems, stronger links between VET providers and the labor market, and enhanced cooperation between public and private stakeholders. The action supports broader policy objectives such as the Global Gateway investment packages and the development of Talent partnerships, contributing to the EU’s strategy for attracting skills and talent.
