Summary
The Capacity Building Strand 2b grant aims to enhance the innovation capacity of less developed regions by fostering robust, interconnected regional innovation ecosystems and value chains. The primary goal is to enable these regions to participate effectively in interregional innovation projects and investments, particularly within the framework of the European Union’s Smart Specialisation Strategies (S3). The grant supports the development of tailored policy measures, cooperation arrangements with industry associations, and agreements for collaboration with less developed regions on specific innovation topics. It also encourages the creation of updated innovation roadmaps, membership in relevant networks, and the testing of tools for mapping business opportunities and investment pipelines. The overarching objective is to build the institutional and operational capacities necessary for regions to align their innovation strategies, validate investment ideas, and prepare for future interregional cooperation and funding opportunities.
Eligibility for this grant is focused on public authorities, innovation intermediaries such as clusters, and regional development agencies, particularly those in less developed, outermost, or transition regions facing specific innovation challenges. The program encourages the active involvement of companies, especially SMEs, as well as civil society, academia, and other stakeholders within the quadruple-helix model. Participation from more developed regions is also encouraged to support capacity building in less developed areas.
The expected impact includes increased innovation maturity and capacity within regional ecosystems, improved support measures for innovation diffusion, and enhanced cooperation among interregional partners.
